Update: 4-Day Workweek Proposal Withdrawn in Maryland

March 8, 2023

Laura Rubenstein

On Monday, March 6, 2023, Montgomery County Democrat Vaughn Stewart pulled the bill proposing a pilot program for employers to adopt a 4-day workweek. The bill, which would have created a unique, five-year pilot program offering tax credits to private and public employers that shifted at least 30 employees to four-day schedules for at least one year, was withdrawn. Instead, the delegate may seek funding to study the issue more thoroughly and its impact on Maryland’s budget.

The concept of the 4-day workweek remains on the minds of those seeking a greater life balance and supportive companies continuing to find ways to make it happen. Yet, the reality is that many industries continue to operate 5 days a week (and some industries 7 operate days a week) and have been challenged by this proposal, still struggling to hire qualified workers, and feeling left out of an opportunity to obtain a tax credit. With more studies and more thought, perhaps a new proposal will be forthcoming that benefits more employers.
